Is able to demonstrate that they will win the firefight first and triage second, in CQC

There is an understanding that CQC is dangerous and will result in wounds if not casualties, and therefore the priority is to establish a secure foothold before conducting medical treatment and triage in that foothold. 

However, this doesn't mean that an entire complex of several buildings/rooms must be secure before starting triage and the extent of the foothold required is down to circumstances. Examples could include; clearing a 2 story house in full vs. completely clearing the office building in a compound and going defensive to deal with casualties before clearing the rest of the compound.
