--- OPERATIONS ORDER ---
Situation
Background InformationA ship chartered under what we assume to be a dummy corporation acting in for the Takistani regime has sunken off the northwestern coast of Al-Rayak. On it was cargo that we are led to believe holds materials for WMD production and procurement which has been smuggled into the region past UN inspections on that very same ship. At the time, it is unclear what caused the ship to sink, however, we are not the maritime inspection committee. You are hereby assigned to a black ops team tasked with locating and obtaining sensitive cargo from a shipwreck, lest it fall in the hands of the Takistani regime and allows for them to further develop their ambitions of WMD procurement.
Friendly Forces
The team tasked with conducting this operation is a squad detachment from the CIA's Special Activities Center/Special Operations Group, hand picked for their training and experience in conducting deep reconnaissance, diving and covert maritime operations.
Supporting Assets
Aiding their operation are supporting personnel tasked with deploying the operatives in the AO and exfiltrate them upon mission completion. At their disposal is a Mk. V Special Operations Craft with deployable Combat Rubber Raiding Craft. With IDAP conducting humanitarian missions in the area, we are hoping that their presence in the region will assist us in covertly infiltrating and moving within the region, attracting no undue attention as we attempt to locate and recover the cargo.
Enemy Forces
However, the latest field report received from our informant mere hours ago indicates a big surge in both military and police activity on sea, land and air. We are to assume the Takistani regime is looking for the same cargo and has solidified their presence in the region until they find and recover it. As such, expect extensive military and police logistical and armed support consisting of various motorized, mechanized and aerial assets backed up by infantry and patrol elements.
Mission
TaskingYou are tasked with covertly inserting into the AO via sea in an effort to locate the shipwreck and its contents, consisting of cargo which we suspect hold WMD procurement and production materials and to gather any intelligence that could help us uncover why the ship sank without any apparent cause. Once the team has done their surveillance, they are to note their findings, report to Outlaw, and proceed to the designated RP to meet with our informant on the ground at RP Chamber. Our informant is a field operative that has been at tasking in the region for quite some time, as such, he is well familiarized with the region and the occurrences within it.

End-state
Should you have nothing to go off of, report in to Outlaw, EXFIL the AO and proceed back to the Takistani Regional Airport for debrief and intel analysis. If the informant has intel that is deemed worthy of note and takes precedent, you are to act upon it at Field Leader's discretion. ADDENDUM I do not have to make myself clear that our very presence in this region violates international law, ladies and gentlemen. Utmost awareness and operational readiness is to be maintained at all times. Should you be discovered, you are in no way affiliated to the United States government, any of our agencies or the United States Armed Forces.
If compromised, EXFIL via any means necessary.
Best of luck.Execution
Commander's IntentThe purpose of this mission is to acquire intel regarding the shipment. Mission success is defined as follows: PRIMARY: Intel successfully retrieved, with Bandit successfully returning to Takistani Regional Airport. If intended EXFIL is made impossible, but alternative arrangements are made, mission will still be considered a success. SECONDARY: Bandit's cover is maintained until EXFIL.
Tasks and Sequencing
Phase 0
Bandit assembles at the NGO section of the Takistani Regional Airport. All personnel prepare scuba gear, and cover stories are rehearsed until main brief. After main brief, Bandit is to move to the point of departure at the southern launching point, board the assigned Mk V SOC ship, and move to disembark point splash. Bandit should remain vigilant at this point, seeking to avoid any detection from any coastal defences or maritime patrols. Should Bandit be detected at this stage, and cover cannot be maintained, Bandit will immediately EXFIL and mission will be regarded as a failure. Phase 0 is completed once Bandit safely arrives at dismount point splash.Phase 1
Once arrived at disembark point splash, Bandit dismounts the ship and instead mount the smaller CRRCs. Using CRRCs, Bandit will move to the assumed shipwreck location. Once arrived at the shipwreck location, assuming no alteration of plans, Bandit 1-1 dives to confirm shipwreck and its contents, whereas Bandit 1-2 maintains surface-level security. Bandit 1-1 reports findings to Bandit 1-0. Bandit 1-0 will relay intelligence to Outlaw. Phase 1 is completed once Bandit has relayed intel about the ship and its contents to Outlaw.Phase 2
Bandit will then continue to RP Chamber to make contact with the informant. Movement will maintain at least 300 metres distance from the coast at all times. As soon as the pier in Damnah is visible, Bandit will make final reconnaissance and ensure no assumed or identified OPFOR at our RP. Once this is confirmed, Bandit will move to the port and disembark. Bandit will then make contact with the informant, using the supplied code word. Phase 2 is completed once the informant is secured and further intelligence has been relayed. Bandit has no further tasking after Phase 2. Phase 3 will depend on METT-TC and consist either of updated tasking from Outlaw or of EXFIL.EXFIL
EXFIL will be arranged from RP Chamber. With boats, Bandit will move directly west from RP Chamber to RP Pot, then south to Takistani Regional Airport. At some point during this movement, dependant on METT-TC, Bandit will be picked up by a friendly Mk V SOC ship.Administration/Logistics
ResupplyNo LOGPAK will be prepared by mission command. Operators should maintain at all times gear that is fit for the cover story.
Medical
MEDEVAC is unlikely to be provided. If captured, any association with the CIA or any US branch of the military will be refuted, and as such operators should expect no immediate assistance or rescue.
Rules of Engagement
No EPOWs will be taken.

Succession of Command: Bandit 1-0, Bandit 1-1, Bandit 1-2 Special radio considerations: Due to the covert nature of this operation, radio usage must remain at an absolute minimum. Radio contact should be avoided within visual range of other individuals, though if deemed crucial for mission success, such transmissions should be played off as phone calls or through other means that are unlikely to raise suspicion. Other communications considerations: Our cover story reflects non-military backgrounds. No military jargon should be used whilst deployed within plausible hearing distance of other individuals or in urban areas.
