--- OPERATIONS ORDER ---
Situation
Background InformationGlobal warming has caused water levels to rise globally, that combined with a natural disaster in Iraq has caused water levels to rise as much as 10 meters. The Iraqi military is busy setting up relief camps and while international rescue efforts have prevented many deaths there are still many unaccounted for. Sadly this is not where the bad news end, unfortunately the Islamic State seems to have been building up strength while hidden and have used this disaster to appear again while military is stretched thin. ISIS forces have occupied large portions of cities, preventing rescue workers from operating in the areas and cutting off civilians from aid, clean water, and medical assistance. Intelligence reports indicate that they are exploiting the chaos not just for control, but to establish territorial authority and declare a renewed caliphate, using captured urban centers as strongholds for governance, recruitment, and propaganda. Their presence is rapidly destabilizing already fragile regions, turning disaster zones into contested battlegrounds where humanitarian efforts are being deliberately obstructed. USMC expeditionary forces has been dispatched to assist in removing any and all ISIS presence from cities and allow relief workers to continue working. TEMPEST has been deployed to a flooded Al Basrah and therefore has been given unarmed rhibs to allow easy maneuvering inside the city In addition TEMPEST has been granted combat diving equipmentFive-Star Rating System
