Situation
Background InformationANGOLA USED TO BE ONE OF THE RICHEST COUNTRIES ON THE WEST COAST OF AFRICA WITH THE MAJORITY OF ITS WEALTH COMING FROM EXPORTING OIL AND DIAMONDS. OVER THE PAST COUPLE OF YEARS A SHARP DECLINE IN THE PRICE OF OIL AND THE GLOBAL TURN AGAINST EXTRACTIVE INDUSTRIES HAD A SIGNIFICANT IMPACT ON THE ECONOMY AND LED TO A SLOW COLLAPSE IN THE GOVERNMENT’S CAPACITY TO PROVIDE BASIC SERVICES OUTSIDE THE CITIES. AS OCCURS FREQUENTLY IN THESE SITUATIONS, GROUPS OF LOCAL LEADERS AND WARLORDS FOUND THE OPPORTUNITY TO USURP POWER AND BUILD SMALL FORTUNES FOR THEMSELVES, COMMITTING ALL MANNER OF ATROCITIES AND WAR CRIMES ALONG THE WAY. RELIGIOUS INSURGENT MOVEMENTS TOOK ADVANTAGE OF THE CHAOS AND QUICKLY BEGAN TO SPREAD THEIR RADICAL VIEWS. WHILST THE GOVERNMENT IS MANAGING TO MAINTAIN CONTROL OF THE MAJOR CITIES AND BASIC INFRASTRUCTURE (WATER AND ELECTRICITY), THEY HAVE LOST CONTROL OF THE REMOTE TOWNS AND OUTSKIRTS. THE MILITARY FORCES HAVE BEEN OVERWHELMED AND MANY MEN AND WOMEN HAVE DESERTED TO SUPPORT THE MILITIAS AND INSURGENCIES. COMPETING WARLORDS PAY SOLDIERS WITH MONEY OBTAINED FROM ILLEGAL MINING, ARMS DEALING AND LARGE SCALE CRIME. FAMINE AND LACK OF BASIC SERVICES HAVE TAKEN THE LIVES OF COUNTLESS PEOPLE IN THE RURAL AREAS OF THE COUNTRY AND SOMETHING MUST BE DONE BEFORE THE SITUATION SPIRALS OUT OF CONTROL. THE UNITED NATIONS SECURITY COUNCIL HAS PASSED A RESOLUTION COMPELLING ANGOLA TO ACCEPT THE SUPPORT OF THE BLUE HELMETS IN AN EFFORT TO ALLOW FOOD AND SERVICES TO REACH THE CIVILIAN POPULATION. Campaign Goals FOLLOWING A SEMI-SUCCESSFUL MISSION IN MALI, THE BRITISH WILL BE LEADING THE FIRST CADRE OF BLUE HELMETS TO ARRIVE IN ANGOLA AND WILL BE TASKED THREE MAIN OBJECTIVES: - PROTECT THE CIVILIAN POPULATION AND COVER THE BASIC NEEDS (FOOD, WATER AND MEDICINE) - PROVIDE PROTECTION AND SUPPORT TO LOGISTICAL OPERATIONS - BUILD AND MAINTAIN RELATIONSHIPS WHICH LEAD TO PEACE OUR FORCE WILL STAGE AT THE UN ADMINISTRATION BUILDING IN SWAGGA AND LOGISTICAL SUPPORT ELEMENTS WILL BE DELIVERED VIA C-130 AT THE AIRFIELD. Intelligence - THERE ARE ONE OR TWO FACTIONS OPERATING AROUND SWAGGA. - THE DIAMOND AND MINING TOWNS OF RONGO, KOMARIA AND RANGOLAN HAVE HAD SPORADIC SMALL ARMS CONFLICT. - NON-VERIFIED REPORTS OF THE PREVENTION OF FLOW OF GOODS INTO THE COUNTRY VIA THE RONGO - CRUZAR ROAD. - AN UNKNOWN PARTY HAS DAMAGED THE MOBILE PHONE ANTENNAS AT LOCATIONS (094,105) AND (O87,086), CUTTING OFF COMMUNICATIONS FROM THIS AREA TO THE REST OF THE COUNTRY. - THE MAIN ROAD LEADING FROM KOMARIA TO ELSAVILLE HAS BEEN CUT OFF BY MINES. THESE MINES MAY BE A LEFTOVER OF THE CIVIL WAR CONFLICT OR COULD BE NEW. WE NEED TO GATHER MORE INTELLIGENCE ON THIS POSSIBLE MINEFIELD.

THE ENEMY IS A NON-CONVENTIONAL guerrilla FORCE AND A BIG PART OF OUR JOB HERE IS ASSESSING THE LEVEL OF THREAT THAT IS PRESENT AND REPORT BACK TO HQ AND THE UN SECURITY COUNCIL.
Mission
TaskingPRIMARY TASKING WE NEED TO LOCATE A SUITABLE LOCATION AND CONSTRUCT AN FOB AS SOON AS POSSIBLE. LOGISTICAL SUPPORT WILL CONTINUE TO FLOW FROM SWAGGA AIRPORT SO OUR INITIAL FOB SHOULD BE LOCATED WITH, GOOD ACCESS TO ROADS, COMMUNICATIONS AND PROVIDE SAFETY FOR OUR TROOPS. A) ASSESS THE LEVEL OF THREAT IN THESE TOWNS - Rongo, Komaria and Rangolan; B) ASSESS THE NEEDS OF THE GENERAL POPULATION AND PROVIDE SUPPORT WHERE POSSIBLE; C) GATHER HUMINT FROM CONVERSATIONS WITH THE GENERAL POPULATION TO IMPROVE OUR INTELLIGENCE SITUATION; AND D) GAUGE THE SUPPORT FOR UN OPERATIONS IN THE AREA. REPORT ALL INFORMATION AND INTELLIGENCE THROUGH THE CHAIN OF COMMAND. SECONDARY TASKING E) REESTABLISH COMMUNICATIONS BY REPAIRING THE TELEPHONE STATIONS THAT HAVE BEEN DESTROYED. UN TECHNICIANS ARE STANDING BY IN SWAGGA AND WILL TRANSPORT THEMSELVES IN THEIR OWN VEHICLE ONCE CALLED. F) VERIFY THE EXISTENCE OF THE MINEFIELD AND ITS EXTENT. IDENTIFY, IF POSSIBLE, THE TYPES OF MINES.

TO BUILD THE FORWARD OPERATING BASE IN A LOCATION THAT MEETS THE REQUIREMENTS SET OUT BY COMMAND.
Execution
Commander's IntentThe commanders intent for this mission, is to bring fresh humanitarian aid to the towns of Rongo, Komaria & Rangolan. Along with finding out anything that we can about our new AO. We will be bringing a new form of stability to this area increasing the quality of life for everyone in it, if its by bringing in engineers from the UN to fix local infrastructure or using our own Logistical support to help clear minefields or help rebuild houses.
Tasks and Sequencing
Main Platoon (OSCAR) starting at the united nations headquarters in swagga. Logistics team (XRAY) move to the airfield and load supplies onto trucks. Phase 1 - Oscar and xray will then make there way via route alpha towards the town of rango. - Just outside of rango, oscar 9 & Oscar 1-1 will break off and head to the potential fob location via route bravo, where they will scout it out. - What's left of oscar 1 along with xray will enter rango, drop off the requested supplies and try to gain intelligence while conducting a presence patrol. - oscar 9 & oscar 1-1 will then rendezvous with the rest of the platoon in rango, before proceeding to phase line 1. Phase 2 - Oscar and Xray will then head to the town of Komaria via route charlie. - Just outside of Komaria, Oscar 9 & Oscar 1-2 will break off and head to the two Potential FOB Locations via route delta, where they will scout them out. - What's left of Oscar 1 along with Xray will enter Komaria, drop off the requested supplies and try to gain intelligence while conducting a presence patrol. - Oscar 9 & Oscar 1-1 will then rendezvous with the rest of the platoon in Komaria, before proceeding to Phase line 2. Phase 3 - At this point the location of the new FOB will be decided, XRAY will split off and start construction. 1 XRAY Supply truck will stay with Oscar - Oscar will then head to the town of Komaria via route echo. - Oscar will enter Komaria, drop off the requested supplies and try to gain intelligence while conducting a presence patrol. During our time in each town we need to find out as much as possible about the area so that we can bring more stability to the region. However our main priority is to keep the civilian population safe and fed, so do not try and barter information for food. Phase 4 Time allowing, - Oscar will move to two broken/disabled radio towers and secure the sites one at a time. Before calling UN Engineers to come and begin repairs. - Xray will investigate the minefield and mark it before calling in UN Engineers to clear it.

The only place you will be able to use PAK's before our fob is built & equiped with a field hospital is back at the UN HQ.
Rules of Engagement
Weapons Red will be the standard weapons state unless otherwise advised by the Platoon Commander. IN THIS PART OF THE COUNTRY, MANY PEOPLE OWN AND CARRY WEAPONS WHICH ARE LEFT OVER FROM THE CIVIL WAR OF 1975-2002. IT IS NOT UNCOMMON TO FIND A GOAT HERDER OR TRAVELLING MERCHANT ARMED WITH AN AUTOMATIC RIFLE. THIS DOES NOT MAKE THEM OUR ENEMY. When we engage any hostile and we get round to clearing their position, if there is any signs of life in any enemy personnel, they are to be treated with the same medical attention that we would give one of our own, Including being rushed to the nearest medical facility.
