Situation

Background Information
UN forces have relocated to their new FOB north of Komaria and established contact with the civilian population around the town of Swagga. As intelligence begins to flow in plans are being made for extending the UN supply lines and delivering aid further west. A possible minefield lies to the south which will need to be investigated. WE ALSO GAINED SOME INSIGHT INTO THE CURRENT SITUATION WITH CIVILIANS AND OBTAINED VALUABLE INTELLIGENCE OF SOME OF THE ARMED GROUPS OPERATING IN THE AREA. WHAT WE KNOW SO FAR: 1) THERE ARE PRIVATE MILITARY CONTRACTOR LINKED TO GOLD MINE OWNER MIKE SUARES (AKA MR. MIKE) OPERATING IN THE AREA, HIRED TO PROTECT THE MINES AND HIS ASSETS. IT LOOKS LIKE THEY ARE NOT VERY FRIENDLY WITH THE POPULATION AND MAY BE COMMITTING ABUSES, BUT WE HAVE NOT BEEN ABLE TO VERIFY THESE CLAIMS. THESE FORCES MAY ENGAGE IN COMBAT WITH US. 2) CHONGO CIVIL DEFENSE FORCE - OUR FORCES HAD ONE INTERACTION WITH THEM. WE DO NOT KNOW MUCH ABOUT THEIR ORGANISATION AT THIS TIME AND WE HAVE TRIED TO ESTABLISH FURTHER CONTACT BUT HAVE BEEN UNABLE TO. WE ARE KEEN TO FIND OUT MORE AND ENGAGE IN CONVERSATION WITH THEM. THEY SHOULD BE TREATED AS FRIENDLY UNTIL WE CAN KNOW MORE ABOUT THEIR INTENTIONS. 3) WE HAVE HEARD RUMOURS ABOUT SOME RELIGIOUS FUNDAMENTALISTS OPERATING IN THE AREA. WE HAVE NOT HAD CONTACT WITH THEM YET. THE STEERING COMMITTEE FOR OUR OPERATIONS HAS DETERMINED THAT SECURING A MAIN ROUTE TO ELSAVILLE AND ESTABLISHING CONTACT WITH THE TOWN SHOULD BE OUR NEXT PRIORITY. ELSAVILLE IS A LARGE TOWN AND LOGISTICS HUB. INTELligence WE HAVE RECEIVED REPORTS THAT THE MAIN ROAD LEADING FROM KOMARIA TO ELSAVILLE HAS BEEN CUT OFF BY MINES. THESE MINES MAY BE A LEFTOVER OF THE CIVIL WAR CONFLICT OR COULD BE NEW. WE NEED TO GATHER MORE INTELLIGENCE ON THIS POSSIBLE MINEFIELD. WE BELIEVE THE RONGO CRUZAR ROAD IS TRANSITABLE. AN UNKNOWN PARTY HAS DAMAGED THE MOBILE PHONE ANTENNAS AT LOCATIONS (094,105) AND (O87,086), CUTTING OFF COMMUNICATIONS FROM THIS AREA TO THE REST OF THE COUNTRY.

THE ENEMY IS MULTIPLE NON-CONVENTIONAL GUERRILLA FORCES AND A BIG PART OF OUR JOB HERE IS ASSESSING THE LEVEL OF THREAT THAT IS PRESENT AND REPORT BACK TO HQ AND THE UN SECURITY COUNCIL.


Mission

Tasking
PRIMARY TASKING SECURE AN MSR ROUTE TO ELSAVILLE AND ENTER THE TOWN. AS PER STANDING ORDERS: A) ASSESS THE LEVEL OF THREAT IN THE AREA; B) ASSESS THE NEEDS OF THE GENERAL POPULATION AND PROVIDE SUPPORT WHERE POSSIBLE; C) GATHER HUMINT FROM CONVERSATIONS WITH THE GENERAL POPULATION TO IMPROVE OUR INTELLIGENCE SITUATION; AND D) GAUGE THE SUPPORT FOR UN OPERATIONS IN THE AREA. REPORT ALL INFORMATION AND INTELLIGENCE THROUGH THE CHAIN OF COMMAND. SECONDARY TASKING REESTABLISH COMMUNICATIONS BY REPAIRING THE TELEPHONE STATIONS THAT HAVE BEEN DESTROYED. UN TECHNICIANS ARE STANDING BY IN SWAGGA AND WILL TRANSPORT THEMSELVES IN THEIR OWN VEHICLE ONCE CALLED. VERIFY THE EXISTENCE OF THE MINEFIELD AND ITS EXTENT. IDENTIFY, IF POSSIBLE, THE TYPES OF MINES.

End-state
SECURE A ROUTE THAT FACILITATES THE FLOW OF TRAFFIC FROM SWAGGA TO ELSAVILLE .


Execution

Commander's Intent
THE COMMANDERS INTENT FOR THIS MISSION, IS TO BRING FRESH HUMANITARIAN AID TO THE TOWN OF ELSAVILLE. ALONG WITH FINDING OUT ANYTHING THAT WE CAN ABOUT THE TOWN AND ITS SURROUNDING AREA. WE WILL BE BRINGING A NEW FORM OF STABILITY TO THIS AREA INCREASING THE QUALITY OF LIFE FOR EVERYONE IN IT, IF ITS BY BRINGING IN ENGINEERS FROM THE UN TO FIX LOCAL INFRASTRUCTURE OR USING OUR OWN LOGISTICAL SUPPORT TO HELP CLEAR MINEFIELDS OR HELP REBUILD HOUSES.

Tasks and Sequencing
Starting at FOB Orpheus Primary Mission: Phase 1: a) XRAY will move to assess the minefield. b) Oscar 1 & 2 will Move via route absinthe to mobile phone tower south to secure. c) When the tower is secure we will call the civilian engineer. Phase 2: a) Oscar 1 & 2 will move via route vodka & whiskey to mobile phone tower north to secure it. b) When the tower is secure we will call the civilian engineer. if the minefield is confirmed please go to the secondary mission section. Phase 3: a) Xray & Oscar will rendezvous at the minefield and if there is no minefield and drive to elsaville. b) enroute in elsaville oscar 1 will split up and follow there routes and conduct presence patrols. c) Xray will then set up a logistics hub in the stadium. Phase 4: a) Once we have secured the town of elsaville and helped as much as we can we will then Return to FOB Orpheus for Endex. Secondary Mission: Phase 3: a) If the minefield is confirmed Xray & Oscar will rendezvous in the town of komaria. b) Oscar & Xray will follow along route Vodka before route whiskey. c) Oscar & Xray will then turn along route Tequila before turning onto route rum headed towards Cruzar. Phase 4: a) Once in Cruzar Oscar 1 actual and 1-2 will dismount and conduct a presence patrol. b) XRAY will unload supplies and help the civilian populas c) Oscar 1-1 & Oscar 2 will move further south along route cognac and turn onto the Cruzar-Rongo Road and clearing it. d) Once Cruzar-Rongo road is clear Oscar 1-1 & Oscar 2 will return to Cruzar. Phase 5: a) Oscar & xray will move south along route cognac & bourbon to elsaville. b) When arriving in elsaville oscar 1 will split up and follow there routes and conduct presence patrols. c) Xray will set up a logistics hub in the stadium. Phase 6: a) Once we have secured the town of elsaville and helped as much as we can we will then Return to FOB Orpheus for Endex.

Rules of Engagement
Weapons Red will be the standard weapons state unless otherwise advised by the Platoon Commander. IN THIS PART OF THE COUNTRY, MANY PEOPLE OWN AND CARRY WEAPONS WHICH ARE LEFT OVER FROM THE CIVIL WAR OF 1975-2002. IT IS NOT UNCOMMON TO FIND A GOAT HERDER OR TRAVELLING MERCHANT ARMED WITH AN AUTOMATIC RIFLE. THIS DOES NOT MAKE THEM OUR ENEMY. When we engage any hostile and we get round to clearing their position, if there is any signs of life in any enemy personnel, they are to be treated with the same medical attention that we would give one of our own, Including being rushed to the nearest medical facility.
