Situation

Background Information
WE HAVE RECEIVED AN URGENT CALL THAT A UN HELICOPTER DEPARTING FROM SWAGGA AIRPORT SUFFERED A MECHANICAL FAILURE AND HAS HAD TO MAKE AN EMERGENCY LANDING WITHIN REACH OF OUR FOB. WE HAVE BEEN TASKED WITH FINDING THE HELICOPTER AND RESCUING THE PILOTS. THE HELICOPTER TOOK OFF UNDER INSTRUMENT FLIGHT CONDITIONS AND WAS EXECUTING A STANDARD DEPARTURE WHICH TOOK IT WEST TOWARDS THE COAST. THE PILOTS REPORTED A MECHANICAL ISSUE AND INITIALLY INFORMED THAT THEY WERE HEADING BACK TO SWAGGA BUT SHORTLY AFTER A PARTIAL COMMUNICATION WAS RECEIVED INDICATING THAT THEY WOULD BE SETTING THE HELICOPTER DOWN IN A CONTROLLED LANDING. THE EXACT LOCATION OF THE LANDING SITE IS UNKNOWN.

AIRCRAFT ARE GROUNDED DUE TO POOR WEATHER BUT UN LAND VEHICLES ARE AVAILABLE TO SUPPORT AS REQUIRED.

Enemy Forces
THE INDEPENDENT LIBERATION FRONT REMAIN IN THE AREA. THEY ARE A GROUP OF ARMED RELIGIOUS FUNDAMENTALISTS WHO ARE OPPOSED TO ANY FOREIGNERS AND THE UNITED NATIONS. THEY APPEAR TO BE PROSELYTISING IN THE REGION TRYING TO GET PEOPLE TO JOIN THEIR GROUP. THE UN COMMITTEE HAS AUTHORISED OUR FORCES TO ATTEMPT TO ARREST ANY LEADERSHIP AND ARMED MEMBERS OF THE ILF. ANY ARMED RESISTANCE CAN BE ME WITH EQUAL FORCE. ATTEMPTS SHOULD ALSO BE MADE TO IDENTIFY AND TRACK DOWN THEIR LEADERSHIP. IT IS IMPORTANT TO NOTE THAT, IN THIS PART OF THE COUNTRY, MANY PEOPLE CARRY WEAPONS WHICH ARE LEFT OVER FROM THE CIVIL WAR OF 1975-2002. IT IS NOT UNCOMMON TO FIND A GOAT HERDER OR TRAVELLING MERCHANT ARMED WITH AN AUTOMATIC RIFLE. THIS DOES NOT MAKE THEM OUR ENEMY. WE ARE HERE TO PREVENT CONFLICT, NOT CREATE IT. USE CAUTION AND SOUND JUDGEMENT WHEN ATTEMPTING TO DISARM ANYONE. WE SHOULD ONLY DO THIS IF WE HAVE REASON TO BELIEVE THAT ALLOWING THEM TO BE ARMED POSES A DANGER TO US OR OTHER CIVILIANS.


Mission

Tasking
PRIMARY TASKING OUR FORCE IS TASKED WITH CONDUCTING A SEARCH AND RESCUE MISSION TO LOCATE THE HELICOPTER LANDING/CRASH SITE AND RECOVER THE PILOTS. AS PER STANDING ORDERS, IN ALL LOCATIONS: A) ASSESS THE LEVEL OF THREAT IN THE AREA; B) ASSESS THE NEEDS OF THE GENERAL POPULATION AND PROVIDE SUPPORT WHERE POSSIBLE; C) GATHER HUMINT FROM CONVERSATIONS WITH THE GENERAL POPULATION TO IMPROVE OUR INTELLIGENCE SITUATION; AND D) GAUGE THE SUPPORT FOR UN OPERATIONS IN THE AREA. REPORT ALL INFORMATION AND INTELLIGENCE THROUGH THE CHAIN OF COMMAND. SECONDARY TASKING UN ADMINISTRATION BELIEVES THAT THE AREA TO THE NORTHWEST OF THE AO IS VERY SPARSELY POPULATED AND THEREFORE WAS CONSIDERED OF LOW PRIORITY FOR RECEIVING AID. OUR FORCES SHOULD EVALUATE THIS SITUATION AND, IF NECESSARY, ENGAGE WITH ANY POPULATION IN THE AREA.

HELICOPTER CRASH SITE LOCATED AND PILOTS RESCUED.


Execution

Commander's Intent
THE FORCE WILL MOBILISE VIA LAND VEHICLES TOWARDS THE TOWN OF CRUZAR AND THEN CONDUCT A SEARCH AND RESCUE PATROL TO THE WEST, INITIALLY TRAVELLING ALONG THE ROAD LEADING TO THE COAST. ONCE IN THE SEARCH AREA THE FORCE WILL SPREAD OUT AND ATTEMPT TO LOCATE THE HELICOPTER.

Tasks and Sequencing
DUE TO THE NATURE OF THIS SEARCH AND RESCUE OPERATIONS, EXACT ORDERS WILL NOT BE PROVIDED PRIOR TO OPERATION. BE ADVISED THAT OUR SEARCH FOR THE HELICOPTER AND ITS CREW WILL BE PRIMARY TASKING, ANY OTHER TASKING WILL AT THIS POINT BE SECONDARY UNLESS EXPLICITLY STATED. OSCAR 1 AND 2 WILL INITIALLY RENDEZVOUS AT WP1, TRAVELLING VIA THE CRUZAR-RONGO ROAD. OSCAR 1 THEN SPLITS UP WITH ONE FIRETEAM FOLLOWING ALPHA WAYPOINTS AND THE OTHER BRAVO WAYPOINTS. OSCAR 2 WILL PROVIDE VEHICULAR SUPPORT WHEN AND WHERE WARRANTED. THE PATHS PROVIDED ARE SUGGESTIONS, LEADERS ARE ASKED TO TAKE INITIATIVE TO FIND SUITABLE PATHS WESTWARDS. WHEN THE HELICOPTER CRASH SITE HAS BEEN LOCATED, BOTH TEAMS WILL CONVENE AT THIS LOCATION AND PROVIDE SECURITY AND AID AS REQUIRED. XRAY WILL PROVIDE ASSISTANCE, SENDING HELICOPTER CREW BACK TO AIRBASE IN SWAGGA. OUR INTENTION IS TO ASK FOR ASSISTANCE TO TRANSPORT THE HELICOPTER OUT OF THE AO. THIS AREA IS BELIEVED TO BE SPARSELY POPULATED. ALL ELEMENTS ARE ASKED TO OBSERVE AND REPORT ANY SIGNS OF CAMPS AND OTHER SIGNS OF INHABITATION. THESE CAN PROVIDE IMPORTANT INTEL ABOUT THE AREA, AND WOULD ALSO BE POTENTIAL TARGETS FOR HUMANITARIAN AID. IF TIME ALLOWS, WE WILL INVESTIGATE THESE CAMPS AND SIGNS OF INHABITATION AFTER OUR MAIN OBJECTIVE HAS BEEN SUCCESSFULLY COMPLETED.
