Situation

Background Information
OUR LATEST ENGAGEMENT WITH THE INDEPENDENT LIBERATION FRONT (ILF) IN OBUPALA HAS DEALT THE FINAL STRIKE TO THE GROUP AND OUR INTELLIGENCE INDICATES THAT THEY HAVE NOW BROKEN DOWN AND ARE NO LONGER A FIGHTING FORCE. THIS POSITIVE DEVELOPMENT SHOULD ALLOW US TO CONTINUE FOCUSSING ON OUR PRIMARY MISSION WHICH IS TO PROVIDE SECURITY AND HUMANITARIAN AID TO THE REGION. A FEW HOURS AFTER THE DUST SETTLED ON THE CONFLICT IN OBUPALA, RADIO ADVERTISEMENTS WENT OUT OVER ALL THE LOCAL RADIOS AND PEOPLE STARTED RECEIVING TEXT MESSAGES INDICATING THAT THE “CHONGO SECURITY COMPANY” IS OFFERING “VERY WELL REMUNERATED EMPLOYMENT, HOUSING AND THREE MEALS A DAY TO ALL MEN OVER 16 AND THAT ARE WILLING TO JOIN THE COMPANY TO PROVIDE SECURITY TO THE AREA. ANY MATERIEL IN POSSESSION SHOULD BE BROUGHT ALONG”. INTELLIGENCE BELIEVES THIS TO BE A MESSAGE FOR ANY ILF FIGHTERS REMAINING FIGHTERS TO RETREAT TO CHONGO, AND ALSO A CALL FOR NEW PEOPLE TO JOIN THE ORGANISATION. HOWEVER, WE ARE STILL UNCLEAR AS TO WHO IS BEHIND THIS SECURITY COMPANY, SO THE UN HAS BEEN TASKED WITH SETTING UP A CHECKPOINT AND PREVENTING THE FLOW OF WEAPONS TOWARDS CHONGO.

Friendly Forces
1 X PLATOON SIZED GROUP OF BRITISH ARMY FORCES 1 X PLATOON OF CCDF FORCES HAVE VOLUNTEERED TO WORK WITH US AND ARE BEING TRIALLED AS SUPPORT TROOPS UNDER UN COMMAND. A SEPARATE UNIT WILL BE OVERSEEING CCDF FORCES GUARDING THE FLANKS OF THE MAIN FORCE - USE CAUTION WHEN APPROACHING THE AREA MARKED UNDER CCDF CONTROL.

Supporting Assets
UN SUPPORTING ASSETS ARE AVAILABLE FOR ADMINISTRATIVE AND LOGISTICAL SUPPORT. 1 X UN HELICOPTER AVAILABLE FOR TRANSPORT OF CIVILIANS/SOLDIERS NEEDING URGENT MEDICAL ATTENTION.

Enemy Forces
THE INDEPENDENT LIBERATION FRONT HAS BEEN DISBANDED AS A FIGHTING FORCE. THERE MAY BE VERY SPORADIC CONTACT WITH EX-MEMBERS, BUT IT IS UNLIKELY THAT THEY WILL BE WEARING MILITARY CLOTHING OR CARRYING WEAPONS OPENLY. IT IS IMPORTANT TO NOTE THAT, IN THIS PART OF THE COUNTRY, MANY PEOPLE CARRY WEAPONS WHICH ARE LEFT OVER FROM THE CIVIL WAR OF 1975-2002. IT IS NOT UNCOMMON TO FIND A GOAT HERDER OR TRAVELLING MERCHANT ARMED WITH AN AUTOMATIC RIFLE. THIS DOES NOT MAKE THEM OUR ENEMY. WE ARE HERE TO PREVENT CONFLICT, NOT CREATE IT. USE CAUTION AND SOUND JUDGEMENT WHEN ATTEMPTING TO DISARM ANYONE. WE SHOULD ONLY DO THIS IF WE HAVE REASON TO BELIEVE THAT ALLOWING THEM TO BE ARMED POSES A DANGER TO US OR OTHER CIVILIANS.


Mission

Tasking
PRIMARY TASKING OUR FORCE IS TASKED WITH THE FOLLOWING: IMMEDIATELY MOVE TO LOCATION MARMITE AND ESTABLISH A VEHICLE AND PERSONNEL CHECKPOINT. FORCES SHOULD USE THEIR DISCRETION TO SEARCH VEHICLES AS THEY CONSIDER NECESSARY TO ASCERTAIN THAT NO WEAPONS ARE BEING TRANSPORTED. ALL WEAPONS OR MILITARY/POLICE EQUIPMENT IS TO BE SEIZED AND TRANSPORTED BACK TO UN FOB ORPHEUS FOR CATALOGUING AND DESTRUCTION. THE FORCE HAVE BEEN PROVIDED A LIST OF NAMES OF KNOWN ILF MEMBERS (GAINED THROUGH INTERROGATION); IF ANY OF THESE PEOPLE ARE IDENTIFIED THEY SHOULD BE DETAINED AND TRANSPORTED BACK TO FOB ORPHEUS. PEOPLE SHOULD BE ALLOWED TO MOVE FREELY. HOWEVER, FORCES MAY USE QUESTIONING TO DETERMINE THE REASON FOR PEOPLE MOVING TO AND FROM CHONGO. CONTINUE TO INVESTIGATE ANY POSSIBLE LINK BETWEEN ILF AND OTHER FACTIONS OPERATING IN THE AREA. AS PER STANDING ORDERS, IN ALL LOCATIONS: A) ASSESS THE LEVEL OF THREAT IN THE AREA; B) ASSESS THE NEEDS OF THE GENERAL POPULATION AND PROVIDE SUPPORT WHERE POSSIBLE; C) GATHER HUMINT FROM CONVERSATIONS WITH THE GENERAL POPULATION TO IMPROVE OUR INTELLIGENCE SITUATION; AND D) GAUGE THE SUPPORT FOR UN OPERATIONS IN THE AREA. REPORT ALL INFORMATION AND INTELLIGENCE THROUGH THE CHAIN OF COMMAND. SECONDARY TASKING NONE.

End-state
THE END-STATE WILL BE REACHED ONCE THE CHECKPOINT HAS BEEN ESTABLISHED AND IS MANNED BY UN FORCES FOR 72 HOURS.


Execution

Commander's Intent
THE PURPOSE OF THIS MISSION IS TO CHECK ALL SUSPICIOUS VEHICLES AND PERSONS FOR WEAPONRY AND MILITARY EQUIPMENT, TO DISALLOW FLOW OF EQUIPMENT TO ROGUE SECURITY ORGANISATIONS SOUTHEAST OF OBUPALA.

Tasks and Sequencing
OSCAR AND XRAY WILL MOVE THROUGH ELSAVILLE AND OBUPALA TO CHECKPOINT MARMITE. ONCE ARRIVED, XRAY WILL COMMENCE THE CONSTRUCTION OF THE CHECKPOINT, WHEREAS OSCAR WILL START CONTROLLING AND CHECKING SUSPICIOUS INDIVIDUALS AND VEHICLES TRAVELLING ON THE MSR. OUR PRIMARY TASKING IS NOT TO CHECK PAPERS, BUT TO LOOK FOR AND CONTROL THE MOVEMENT OF MILITARY AND POLICE GEAR AND MATERIAL, PARTICULARLY WEAPONRY, PARTS OF WEAPONRY AND AMMUNITION. PLEASE DO KEEP IN MIND OUR LOAC, CPERS AND ROE SOP AT ALL TIMES. OSCAR WILL ALSO PATROL PZ CONWY AND PZ BODIAM IN THAT ORDER. BEWARE THAT CCDF HAVE THEIR OWN PATROL AREAS FURTHER SOUTHEAST AND NORTHWEST OF OUR ZONE. ONCE RELIEVED BY OTHER ELEMENTS OR BY ORDER FROM HEADQUARTERS, WE WILL RETURN TO FOB ORPHEUS.
