- Assign a Target ID if the request is ACCEPTED or CHANGES.
- Ensure Target IDs are assigned sequentially.
- Transmit any changes to the requested mission.
- Transmit the Target ID.
- Transmit the Time of Flight.
- Receive acknowledgement from the observer.
- Confirm a shared understanding of the mission before firing.
