FM/G121 - UNITAF Hierarchy and Structure

FM/BG-610 - Understanding the UNITAF Chain of Command

UNITAF is a hierarchical organization structured to minimize communication overhead by limiting information flow through a clear chain of command. Members communicate officially with their immediate superiors and subordinates both in-game and out-of-game.

FM/BG-317 - Organisational Chain of Command (ORGCOC)

The ORGCOC consists of all staff executing the strategic direction of UNITAF, enforcing and promoting policies set by the Commanding Officer. It administers key functions across Personnel, Operations and Training Commands.

FM/BG-316 - Operational Chain of Command (OPCOC)

In-game, a temporary command structure operates on a per-operation basis. From STARTEX to ENDEX, role always precedes rank as dictated by the Order of Battle (ORBAT) and standard operating procedures.

FM/BP-617 - Requirements of ORGCOC Members

ORGCOC members enforce policy and conduct standards across UNITAF, managing all matters within their command. They must act in UNITAF's best interests, taking necessary actions when unable to fulfil their duties, including stepping down or informing their upper chain of command for short-term or long-term absences.

FM/BP-618 - Joining the ORGCOC
  • ORGCOC positions are subject to a six-month rolling term process.
  • Applications for positions are reviewed biannually. 
  • J-Groups and Unit Commands recommend suitable candidates to Central Command. 
  • In-post NCOs and officers can apply for an extension, transfer, or step down from their post each six months. 
  • There are no term limits. 
  • The number of NCO positions in a group may fluctuate with task-force size. 
  • J-Groups and command units can request Central Command to adjust positions as required. 
  • Joining a J-Group requires prior involvement with it before selection to its NCO group. 
  • Selection to a Unit Command requires experience managing a J-Group under its command. 
  • Mid-term vacancies can be advertised and filled as needed. 
  • All appointments are reviewed by J-Groups, discussed by Command Units, and approved by Central Command.

FM/BG-612 - Understanding Command Units

A command unit oversees and manages a specific collection of related staff groups (J-Groups), enabling its function while upholding unit standards. Each command unit is commanded by an Officer who reports to the Commanding Officer.

  • Central Command (CC): Sets the overall strategy and direction of the unit.
  • Personnel Command (PC): Manages all personnel-related matters.
  • Operations Command (OC): Oversees all operational aspects including missions, campaigns, loadouts, mods, and servers.
  • Training Command (TC): Responsible for training and development of members.

Each command unit is responsible for overseeing its respective J-Groups and ensuring the execution of tasks and strategic direction as set by Central Command.

FM/BG-616 - Understanding J-Groups (Staff Groups)

A J-Group represents a specific and focused area of effort managed by an NCOIC with support from multiple NCO positions. J-Groups enable unit-wide contributors to support their efforts through approved and assigned activities - therefore, although they contain Staff positions - technically any member of the unit can join J-Groups as contributors.

    • J1 Recruitment: Handles recruitment process and manages recruits in probation.
    • J2 Personnel: Manages personnel records, promotions, and policy compliance.
  • OC J-Groups
    • J3 Operations: Handles operations approval, scheduling, mission support, and campaign management.
    • J5 Loadouts: Manages loadout creation and maintenance.
    • J8 Mods: Oversees mod approval, review, and testing.
    • J9 Servers: Handles server management and optimization.
  • TC J-Groups
    • J6 Policy: Manages policy approval and enforcement.
    • J7 Training: Oversees training programs and skill assessments.
FM/BG-611 - Central Command (CC)

Central Command (CC) is the unit's headquarters, overseeing all subordinate command units and setting overall direction and strategy. It works together with command units to advance the unit's goals and progression.

Commanding Officer (CO CC)

  • Role: The Commanding Officer (CO) holds the highest executive authority within the unit, overseeing daily operations, implementing strategies, and making key decisions that impact the unit's operational effectiveness.
  • Authority: The CO has full executive authority, including the power to appoint other Officers and Staff, and to delegate responsibilities as necessary to ensure the unit's success.

Executive Officer (XO CC)

  • Role: The Executive Officer (XO) when in use supports the CO by acting as deputy, ensuring smooth operations across the unit, and assuming command in the CO’s absence. The XO assists with the implementation of strategies and coordination between command units.
  • Authority: The XO shares executive responsibilities with the CO, including the authority to make decisions in areas assigned by the CO or where direct involvement is required.

Chairman (CM CC)

  • Role: The Chairman serves in a non-executive capacity, focusing on strategic oversight, long-term planning, and providing advisory support to the executive team. The Chairman ensures that the unit’s mission, values, and strategic direction are upheld. Additionally, the Chairman holds responsibility for the financial oversight and safeguarding of the unit’s data, systems and assets.
  • Authority: The Chairman provides guidance on high-level decisions, particularly those that involve the unit’s long-term goals or require careful consideration of unit policy or core values, they have significant influence over the unit's strategic direction
  • Reserved Matters:
    • The sole authority:
      • to appoint a Commanding Officer.
      • to appoint his own successor.
    • To be consulted on and to approve of:
      • changes to the Code of Conduct.
      • any major shift in unit policy, identity, mission, vision, or strategic direction.

Collaboration between the Commanding Officer and Chairman

  • Operational decisions are handled by the CO and Officers, who are responsible for the daily management within the unit. 
  • The Chairman’s input is required for reserved matters and long-term strategic decisions, ensuring that the unit’s direction remains aligned with its core mission and values.
  • Regular meetings between executive and non-executive members of Unit Command ensure alignment and effective communication.
FM/BG-613 - Personnel Command (PC)

Personnel Command (PC) is responsible for managing all personnel-related matters within UNITAF. This includes recruitment, administration, promotions, policy enforcement, and handling of personnel files. The command unit ensures that the unit's human resources are effectively managed and supported.

J1 Recruitment: Handles the entire recruitment process, from applicant processing to welcoming newcomers and manages Recruits in probation.

FM/BG-614 - Operations Command (OC)

Operations Command (OC) oversees all operational aspects within UNITAF, including the planning and execution of missions, campaign management, loadout creation, mod management, and server administration. The command unit ensures that all operations run smoothly and are well-coordinated.

J3 Operations: Handles the approval and scheduling of operations, mission support, campaign development, and field leadership.

FM/BG-615 - Training Command (TC)

Training Command (TC) is responsible for the training and development of UNITAF members. This includes policy management, skill assessment, lesson planning, and instructor approval. The command unit ensures that all members are properly trained and their skills are regularly assessed and developed.

J6 Policy: Manages the approval and enforcement of policies, maintaining the Force Manual and skill cards.
